EXPRESS-REVIEW OF THE RF LEGISLATION
| 14.8.2008 NEWS OF THE FEDERAL LEGISLATION | There is established the procedure for financing of expenditures on maintenance of citizens leaving places of permanent residence at South Ossetia's territory after August 7, 2008 and being at places of temporary accomodation at the RF territory
The Decree of the RF Government N 585 of August 11, 2008 (document is in Russian) establishes that in 2008 expenditures of citizens shall be financed for funds of the federal budget, who temporary have leaved places of permanent residence at South Ossetia's territory after August 7, 2008 and being temporary placed at the territory of the Russian Federation, being registered at territorial bodies of the Federal migration service. There shall be financed expenditures for maintenance of aforesaid citizens, as well as payment for passage and transportation of luggage of citizens to places of their permanent living at South Ossetia's territory.
In accordance with norms established in the Decree of the RF Government N 163 of March 3, 2001 (document is in Russian), the following expenditures shall be financed:
- for acquisition and delivery of food-stuff for citizens being at places of temporary accommodation and in dwellings being leased from legal entities (except accommodated in a private sector);
- manufacture and delivery of bread to citizens being accommodated in a private sector;
- maintenance of temporary residence of citizens in dwellings leased by territorial bodies of the Federal migration service from legal entities, as well as granting of (reimbursement of losses for) temporary residence of citizens in a private sector;
- passage and transportation of luggage of citizens to places of their permanent living at South Ossetia's territory 1 time per a year according to passage tariffs in an open-plan carriage of passengers transportation and transportation of 20 kg. of luggage per 1 man.

| 13.8.2008 NEWS OF THE FEDERAL LEGISLATION | The amendments are made to memberships of the National antiterrorist committee, the antiterrorist commission in subject of the Russian Federation and crisis centers
The Edict of the RF President N 1188 of August 8, 2008 (document is in Russian) makes amendments to the Edict of the RF President N 116 "On measures for counter-terrorism" of February 15, 2006 (document is in Russian).
In accordance with the Edict the amendments are made to:
membership of the National antiterrorist committee on positions;
membership of the antiterrorist commission in subject of the Russian Federation on positions;
membership of the Federal crisis center on positions;
membership of crisis center in subject of the Russian Federation except the Chechen Republic on positions;
membership of crisis center in the Chechen Republic on positions.

| 12.8.2008 NEWS OF THE FEDERAL LEGISLATION | The amendments are made to the List of foreign states, in respect of representations of which the rate of the value-added tax is applied in the size of 0 percent at sale of goods (making works, rendering services) on mutual terms
The Order of the Ministry of Finance of Russia and the Ministry of Foreign Affaires of Russia N 9819/69n of July 14, 2008 (document is in Russian) makes amendments to the List of foreign states, in respect of representations of which the rate of the value-added tax is applied in the size of 0 percent at sale of goods (making works, rendering services) on mutual terms for official use by foreign diplomatic and equal to them representations or for personal use by diplomatic and administrative-technical staff of these representations including members of families living with them approved by the Order of the Ministry of Foreign Affaires of Russia and the Ministry of Finance of Russia N 6499/41n of May 8, 2007 (document is in Russian).
The Order 9819/69n shall put into effect not earlier than upon expiration of one month since the day of its official publication and not earlier than 1 day of regular tax period on the value-added tax, at that the amendments made by it shall be applied to the relations arisen since the day of enforcement of the Order of the Ministry of Foreign Affaires of Russia and the Ministry of Finance of Russia N 6499/41n of May 8, 2007.
There is approved the Procedure for identification of goods importing to territory of special economic zone
The Order of the Federal Customs Service of Russia N 853 of July 14, 2008 (document is in Russian) approves the Procedure for identification of goods importing to territory of special economic zone determining the procedure for identification of goods importing (imported) to territories of industrial-production, technical-implementation and port special economic zones created in accordance with the Federal Act N 116-FZ "On special economic zones" of July 22, 2005 (document is in Russian).
